Executive Profile: Shelley R. Sylva, TD Bank

Shelley Sylva is TD Bank's Head of Metro Business Development in Pennsylvania and New Jersey. Her mandate includes expanding TD's community engagement strategy across Greater Philadelphia and partnering with stakeholders to refine the Bank's Community Reinvestment Act (CRA) rating. In this role, Sylva supports economic opportunities for low- and moderate-income, diverse, and underserved communities through TD's new $20 billion Community Impact Plan, which she helped develop and deliver. Additionally, she plays a crucial role in building TD's brand in the region and generating new business opportunities.

Sylva previously served as TD Bank's US Head of Corporate Citizenship, leading the Bank’s US efforts in philanthropy, employee engagement, and volunteerism. She was instrumental in establishing the Bank's Sustainability platform, driving strategy development and implementation. A bar-admitted attorney, Sylva provided thought leadership, advice, and guidance to the Bank’s US CEO and General Counsel, tapping into her extensive legal and regulatory experience in both city government and the private sector.

Sylva also led the TD Ready Commitment, a billion-dollar philanthropic initiative aimed at positively impacting social and environmental issues while elevating communities within the Bank's footprint. Known for her expertise in building talent from within, she managed a team of 30, including lawyers and executive staff, and oversaw a budget of more than $40 million.

Sylva's career also includes her role as the Assistant Executive Director of the Philadelphia Housing Authority (PHA), the fourth-largest housing authority in the United States. At PHA she supervised the Agency’s senior management team, and led significant initiatives, including the redevelopment of public housing high rises into livable communities for the underserved. Under her leadership, PHA implemented job training and entrepreneurship programs and developed a highly regarded supplier diversity program.

A proud Philadelphia native, Sylva graduated from Temple's Beasley Law School. She is a champion of education and volunteers on the Board of her alma mater, The Philadelphia High School for Girls. Sylva’s passion for philanthropy and community service leads her to volunteer for many nonprofit organizations, including sitting on the Boards of Northeast Treatment Center and Girl Scouts of Central and Southern NJ, and the Mann Music Center, where she manages outreach-connecting the organization’s mission to the needs of the community. An active member of Alpha Kappa Alpha Sorority, Inc., Sylva attended undergrad at University of Virginia and is an accomplished athlete, having participated in Track, Swim, and Lacrosse. She is a former Philadelphia Bowling Public League Champion. Sylva is the recipient of numerous honors and awards, including Philadelphia Business Journal’s 2021 Women of Distinction, National Diversity Council's 2023 Woman of the Year, and the 2024 Philadelphia Titan 100.
